How early is too early?

The tl;dr of my situation is that after getting laid off last November and taking a couple months with family, I have been seriously looking for a job since January.

A friend of mine saw a role that she thought I would be good at, referred me to it, I applied, and my application is under review. It's in a different LOB from her and she doesn't know anyone in that group well enough to make an introduction.

After a quick search on LinkedIn I found someone in that group that went to my school and I have 25+ mutual connections with, but I'm not sure if I should reach out before I actually get an interview/phone screen.

My initial thought was that I should, but a couple friends I asked thought it might be jumping the gun a bit and that I should wait until I get an interview to reach out. What do y'all think?

This might be an obvious answer! but I didn't have to network a ton to get my last job so I'm a little new at this :)
