Put simply: Golden Handcuffs and risk aversion.

A lot of complacent / not super ambitious people who are good at IB or at least decent grumble and moan and threaten to quit but In reality their individual worth to the firm is quite low, while in contrast the value of the firm to them (job security, bonus, salary) is a lot higher. They stick it out and say "I'll leave before the next promote" or "after the next bonus"

Only a couple of people muster the courage to quit where they are not happy, (not just in IB, but other professional fields as well), and don't want to risk current performance or stability to get a new job.
