How should I network in Houston for FT?

Incoming IB SA at a good group in Houston. No. 1 priority is securing the return offer in the same group. If I am lucky enough in doing that, I would like to recruit for FT at other shops in HOU itself. not interested in going to NY or SF so was wondering what the best way about doing that would be. 

I understand that Houston IB is a very small world and everyone knows everyone across the street so how should I mitigate the risk of my group finding out I am networking across the street. Should I not network until I secure the FT offer?

Idk because I was networking for SA and had a banker tell me he had heard about me from his roommate who was at a competing bank where I interviewed. Luckily he said his roommate had only good things to say but that was when I didn't have an offer. Now obviously I am interning at a particular bank but if I were to run into a similar situation I don't want my bank to find out I am talking to other banks.

In your opinion, when would be the best time to start networking for FT?

Rationale behind moving to a different bank would be for better brand name outside of finance and am open to PE anywhere but my experience, especially after this summer, will lend itself best to infra or energy.
