That's rough. If it's for a SA position it doesn't necessarily have to be a rejection. Typically, the rejection have always been emailed to me, except one that was over the phone. I don't see why they would waste their time calling you just to tell you they're not moving ahead with you. Why not just send the typical "We regret to inform" email...

As a rule, HR is too dysfunctional to be predictable. Be prepared for anything.

Maybe someone reneged on his offer and you're next in line. Or maybe it literally took them two months to pick up the phone and reject you.
