HR trying to screw me, need help

I am currently in the process of getting out of an Ops role at a BB and about to accept a position in Firm Risk Management/Credit Underwriting. The interview process has dragged out for ~4 months and now HR is telling me due to company policy and transitioning around this time, BOY. The compensation for the new team will be based on old teams comp meeting. How is this even a policy or fair since its a completely different division? Has anyone encountered this and negotiated up?

I went through something similar in an internal move. Didnt have much leverage. I just sucked it up, learned the basics of the new role and then lateraled to another bank as quickly as i could. You can fight and negotiate but your experience thus far with HR says to me they arent going to budge
