Is it appropriate to include a photo with application?

I light of Eddie's post entitled "Ugly Women Land More Interviews*" I would like to officially ask this question. In case your too lazy to read the post, the gist is that for men the number of interviews received is positively associated with attractiveness and for women the opposite is true.

That might be illegal in the US. The employer cant expect your photo because he can then get sued for discrimination against bad looks. My college asked for a photo in application so we joke that they don't admit ugly people. I think it's rare and I would not do it. In Europe a photo on resume is a norm.
