Is this recruiter being weird?

I recently sent my CV through to a recruiter for a specific role he is covering. As per my experience in the past, my expectation was to have a short call first to go through some basic questions on both sides and where he can name the client. Instead he asked for a video call, I told him a phone call is easier for me as I don't work from home most of the week, but he insisted.

Is that normal? Seems a bit much for an initial introduction..
