He may have spoken out of turn about the definitiveness of hiring an intern or they may have another person they like more than you for the position. There are really a number of realistic possibilities so it really isn't worth your time to worry about it.

Just keep looking and keep in touch with him. He wouldn't have responded if he really didn't give a shit about you/thought your resume sucked, so keep your head up.

Just go with your gut feeling based on what you know about him and your relationship with him. For instance, if he's the type of person to get visibly or audibly irritating with you following up with him every week or so than don't do it. Or, if you don't have that strong of a relationship with him than limit your interactions so as to not burn bridges. However, if he seems to generally enjoy speaking with you and helping you out than you could probably contact him more often.

Read his reactions to you and adjust your tactics as the situation unfolds. Social skills 101 - Treat others the way you want to be treated.
