The firm you choose to lateral to would just apply to have your H1-B transferred, which is a relatively straightforward process in comparison to applying for an H1-B visa from scratch (there’s no quota, etc.). Happy to answer any specific questions you have.
Thanks! Do I have to wait for the H1B transfer petition to be filed to start work at the new firm?
For example, if I accept an offer 7/1, put in my 2 weeker, am I authorized to begin work on 7/15 or do I have to wait longer for everything to be filed/approved?
Assuming the firm you’re lateraling to pays for premium processing, you’ll get a decision from USCIS within 15 BDs. Out of an abundance of caution, I would recommend only giving notice at your current firm once the transfer is approved.

Receive written offer --> accept offer --> new firm applies for H1B transfer petition --> transfer approved --> give 2 weeks notice to my current group --> leave firm same day since i'll be going to a competitor --> chill for 2 weeks before new job
