Operations/Finance from Morgan Stanley

I am currently an undergraduate, who will graduate in December of this year. Earlier this year I had applied to MS internships for summer for operations and finance. I received interviews for both, passed first round for both, and gave final round interviews for both positions as well. Finance required GPA 3.5 and Ops 3.0. My GPA that semester fell to 3.3, so when MS called me they said they could only offer me Ops and not finance due to my GPA. I took the internship offer and at the end of the internship, I talked to HR campus manager. I asked if I did receive a full-time offer, what can I do to be in finance and not Ops. The answer I received was: you will have to decline the Ops full-time offer and try as a new hire for finance. After MS internship, I did finance internship for one of top healthcare and another Asset Management firm (top in MD). MS is still hiring for Finance analyst (as per their website), and GPA req is lowered to 3.0. Should I apply for finance and talk to the HR person? The HR manager I talked to, is currently on 1-2 months leave.
How can I approach on being in finance? I may not have had the skills required for the internship, but for full-time, I meet all finance requirements and have gathered finance experience through other companies.
