I'm a rising sophomore, and I was wondering when I should start networking/recruiting for Fall 2023 and Summer 2024 internships. For context, I'm non-diverse and want to do IB, so my "actual" recruiting will be this spring for summer 2025. Also, what type of firms should I target? Will MM's like Blair take sophomores?

As a non-target non-div doing at a top bank, I networked summerish for the fall internship and also for next summer. The issue is after reaching out in the summer you have to follow up in the fall then in the spring. But if you hold the relationship you're gaurenteed to have the support of your contacts.
