Top tier city vs Top tier role?

I was having this discussion with friends last night, and I'd like to know what you monkeys think.

If someone's goal is to become a top portfolio manager, would you be better off taking a top tier role in a 3rd tier city or a 3rd tier role in a top tier city?

Example: an investment banker in Florida or risk operations/ middle office in NYC?
