What are my odds? Should I follow up?

I'm waiting for a European boutique internship offer.

I had a great first round (strong technicals and one-on-one conversation with a senior associate) a month ago; as I was travelling back home, they scheduled my 2nd interview within a week (modelling & case study with a VP), which went pretty decent.

I was told that I was the first one to get to the final round as I was travelling back home, and it would take a while to give a decision.

I followed up after two weeks and was told - ''Apologies for the delay, but they will get back to me by the end of next week.'' However, I did not get a response. Should I follow up on Tuesday? Or is it annoying?
