Written offer after 3 weeks, with another much less attractive offer expiring soon

Hi everyone, on Friday I got a verbal offer (analyst IBD) from a MD of a BB. He told me that they really liked me and wanted me to join their team. However, he also told me that I would have had to wait 2/3 weeks for the written offer. I thanked him and told him I had another offer outstanding (I also told him that his bank was my preferred choice) and I asked if it was possible to shorten the waiting period for the written offer. Today I get a call from a VP of the same bank telling me that they really want me (also telling me the details of the offer and the next steps (written offer, background checks, visa..), however I will have to wait 3 weeks for the written offer due to their internal policy. From what I have understood they have to leave the opportunity open on their career site for a certain amount of time (he mentioned internal marketing/job posting reasons (?)). Is this normal? What should I do? The other offer will expire soon (tomorrow). Should I reject the other offer and wait? How likely is the possibility that they do not extend me the written offer? I stress that the other offer is less attractive than this one and the VP told me that basically, since I told me I was very committed, they are not going to select any more people... Thank you

Thank you for your answer, the problem is that company B (not preferred) will start in less than two weeks, while company A (preferred) will give me the written offer at the end of october. I do not think I can accept the written offer while working at company B, I would have to resign (which means I would work at company B for 2 weeks..)

I feel like you can trust the BB team on this one. You've heard directly from the MD and VP that they are going to give you a written offer and that they really want you to join the team. Deny the other offer and verbally accept the BB. And by the way, the job posting period requirement is real. That's why you sometimes see job postings that are on a bank's website but in actuality they are just filling it internally.
