If you can remember just one fashion rule this may be it- do not mix black/brown belt and shoes.
If you take off the jacket, brown with black will not look good. If you do not take off the jacket, no one will know. I always try to match the belt color with shoes or sneakers.

In the Navy, everyone wears black shoes except the pilots, who wear brown shoes. It is somewhat prestigious to wear brown shoes.
What shade of brown? For casual, I have dark brown and suede. For dress, I have dark tan/cognac.

Loafers are fine for a Friday. I wouldn't make it a common dress choice unless you see your boss' boss do it first kind of thing. Sometimes "go along to get along" means more.
