It means they are lending money out probably at the consumer level. I don't think it's a scam--I just think it's higher risk lending. If you invest in Fundrise, arguably the most successful real estate crowdfunding site, they are issuing hard money loans at I would guess 15+% rates and, therefore, are able to pay out 10-12% to investors.
