i've moved to a few different cities...every time...the best way to get to know the place was to date a variety of people, and get to know their friends...just going out a lot...and Tinder/Bumble were the easiest way to do that. You don't have to be super picky...not looking for marriage....just looking to date and meet a lot of people in a short period of time. In my profile (and on the 1st date), I would just say that "i'm new in town for a new job and looking to meet people who can show me around...and possibly more..."
problem with this approach is that you threaten to bring in a lot of people who you may not like/whose standards are far below what you expect from a friend, into your life.
Granted it does work in a city like DC, where I live and where most people are educated and intelligent, but I would be careful applying such a strategy in a city like St Louis or Miami, less you start hanging around garbage.
Just my thoughts
i'm not talking about dropping to zero standards...but if you normally only go for your personal 9 or 10....maybe drop down to your 7-8s....and date A LOT. i used to go on dates with a different girl ~4 days a week...for months at a time. The other days i would go on 2nd and 3rd dates with girls that i liked. Meet their friends....go out to different places. use these people (that you like) to help you become a master of the new city quickly...within a few months.
You can easily juggle dating 3-5 girlfriends simultaneously for months...above 5 it gets difficult to manage...but is still possible.
If you do this consistently..within a few months, you will know over a hundred new people, you'll know all the hot spots and fun things to do....and then you can up your standards back to your personal 9s and 10s....and use your new knowledge to create a life that you love.
Its an investment of your time...but you'll still have a fun time...its all win/win.
DC and cities like it attract the trash of the world, like you.
Used to visit Miami frequently when I lived in Florida. My favorite spots to go were Brickell City Centre and Perez Art Museum plus parks around it during the day. Multiple Publix grocery stores and great restaurants within walking distance of Brickell City Centre - I'd probably try to live in that immediate area.
South Beach is awesome but the restaurant scene is very mediocre considering how high-end the area is unless you spend $$$$. My favorite nightlife scene is Wynwood by a mile but be careful if there late; my buddy and I almost got jumped by 5-6 Venezuelans at 3am. The nightlife scene is crazy wild there and doesn't end until 6am. Go to El Patio to dance with smoking hot latinas.

I would move away from Miami if I were you. That place is going to be underwater in a few decades. Actually, Miami is already underwater considering the city has been having a hard time pumping out water that has been rising in its water table. As soon as the feds decide they don't want to subsidize flood insurance for coastline properties its game over.
Work in Miami and been down here for a good couple years. Happy to grab a drink and show you around when time works out.
