Being homeless is very difficult to accomplish if you have a working mind that would enable you to "choose" to do anything. They are not existing in reality- they have mental health issues.

Anyone who is sane and is going through a rough time will have access to government help, homeless people are abandoned people with mental illness mainly. Its sad and its a shame that in the US during the 1960s asylums were largely dismantled- they need to be reinstated so these people dont have to live on the streets anymore terrorizing people and also living in a form of hell for themselves.

Also I ignore your main question because its super insensitive to these people...
