Let’s imagine, theoretically, that someone needs a bit of software development and research done. Let’s also imagine he/she decides to go the route of finding a college or grad student and having that project done part time over the next 6 month or so. - is that even possible these days or the students are too busy? - if it is possible, where and how are these students found? - what’s a reasonable rate to pay such student?

Its possible. Your target market is the smart, talented, broke college student with skills. They need money for tuition, food, going out, etc. and work side jobs to support themselves. They're out there. I've met a handful throughout life. They like jobs like this the most as it is the easiest for them as it utilizes their brain/intellect.
You could try the internship route first to save money and if that doesn't work, start looking for an hourly rate or total project cost to offer these young lads.
I'm not sure how to reach out. Maybe you could post on craigslist or contact a career center of a school of your choice to give them a heads up of your labor proposition.
If you're in NYC - I used to study for the CFA exams in the bottom floor of the NYU Bobst library. There used to be a bulletin board down there in the back by the bathrooms. It looked pretty well used.
If you can get someone to post it down there, it might be a hot spot. Those kids are half awake, delirious, smart, broke and money hungry.
But, I mean any library like that would be good. You know how it is with marketing; sometimes you just have to try a few different channels and see what works.
Yeah, stuff like that can sometimes attract the attention of someone who doesn't normally check craigslist or the career center or something. Obviously, don't 'only' do that, was just another thought to spread out your advertising.
I think its definitely possible. Don't think you're going to get by paying them $10 an hour though those days are long gone. You could pay hourly, but make sure you vet the person or by the project.
As far as posting this online/electronically here is where I would look at posting: 1.Stackoverflow (question and answer for programmers. Tons of software engineers that hang out on this forum, and tons of college kids) 2. Upwork/elance/ etc. (online job board. There are a ton of people that subcontract out programming work to people in other countries. They usually pay them pennies on the dollar, and end up with a decent-pretty good project only potential problem could be the language barrier.
There's more you could find, but I would start there and get a feel for whats out there. Depending on your project I would try to find a popular forum or website specific to that topic and research from there.

If it’s remote work (or during the semester) and interesting, I’d do it for free. A lot of students including me look for something just to get some experience. I did a similar kind of work you’ve described this past spring. That being said, some pay would be good. A few of my friends who did paid stuff during the semesters used to get around 20-25/hr
