Trying to Find Post

I know that this is going to be unbelievably vague, but I am trying to find a post that relates to either welfare or unemployment and people not working in the US. Somebody was referring to how in some country(ies), there is a negative or reverse welfare system where if you work, you get paid a certain amount of the welfare on top of your actual paycheck. There is this as opposed to people who don't work and just cash unemployment checks, because it promotes you to work for more incentive. 

I know that this is vague and nobody probably knows what I'm talking about, or the concept of what I'm talking about, but thought I would give it a shot.
