Friend of mine runs a very cheap web development company. Prices will be a little higher than outsourcing, but still well below the U.S. market rate.
If you outsource, that's a big gamble. I've done it before with different degrees of success, and some projects bombed big time.

Why outsource? When you hire a designer, you don't neccesarily have to pay them by the hour, or even by salary - in fact, I think most designers prefer being paid per project. Tell em what you want, pay em, done deal.

you can hire someone to do it for ridiculously cheap and they do a great job.
only thing is I run the risk of having the idea stolen
