Work's Not Working Out, Hiring's Potentially Slowing Down, What to do?

There are a few things here. 1) I am not getting the training I need and I am getting passed up for additional training. 2) It was suggested that I'd be able to take on more responsibility 3) I like the super casual office, but I am not learning much and I feel my professional growth is being stunted.

Should I jump ship ASAP, stay and hope for the best, or take my vacay then take my time jumping ship?
