Raising money with smoke and mirrors

Recently read these two articles around raising incredible sums of money with little/nothing to show for it.
From funding a first time CEO with zero track record with $30 million to raising $100M from top funds on the basis of absurd science claims, it got me thinking what are these VCs up to?

Is the capital too easy to come by? Are these worth-while risks? Is this just another sign of a tech bubble? Would like to hear your thoughts and any other recent VC horror stories.
