Staffing Is a Black Box

Have been at my fund for nearly three years, and staffing still seems like a complete black box to me. Maybe my fund is just dysfunctional, but staffing at the associate level has been completely lopsided during my tenure here. Associates that are already on intense live deals will sometimes get multiple NDAs forwarded to them in a given week, whereas other associates won't see an NDA for 6+ months. For any staffers out there, how much of associate staffing is based on actual capacity vs. a mid-level or partners preference for a given associate?
