VP of Talent Acquisition - much say in offer?

Does VP of Talent Acquisition (or similar positions) have much say in who gets an offer? Or is it just up to the deal team? Had an interview with VP of Talent Acquisition that felt a little off .. some weird questions digging deeper into why I was leaving current firm. Interviews with deal team have all gone great, and it's late-stage. Thoughts? (Ignore my title - junior PE position)

Weird to have an HR interview late in the process... these are usually intro screener interviews to make sure it's worth the investment team's time to talk to you

My guess is the deal team likes you but had questions about why you're leaving and it was then on HR to push on that topic, especially if they were asking specific stuff. I would consider any late-stage interview to be important
