I'm a rising junior at a Semi-target state university, I'll probably be applying to BB internships (most likely IMD/ Private Wealth) in a few months since I go abroad in the spring and am just trying to fix up my resume. So any critiques/ opinions would be greatly appreciated!
Also, would it be worth it to pay someone/ a company to review my resume? Has anyone done this, or is it not worth it yet at this point?

Looks great to me. Just a head up though, the right margin isn't the same as the left. You can tell by looking at the section break lines and the text. I think the lines are even, just need to adjust tab formatting maybe?
Other than that looks good. Nice GPA.
For the Research Assistant role, add more details to show analytically skills.
There is no school ending in "State University" that is considered a semi-target, just sayin'
I would suggest transferring to a true semi-target or target with that GPA if you're serious about investment banking
Oh, whoops, I was just assuming we were a semi-target because JP Morgan recruits at our school and does on-campus interviews... And we get a decent amount of BB placement, but I think it's just because our student-run investment fund is headed by a professor that's a Goldman Sachs endowed fellow or something along those lines.
And trust me, I've considered transferring but none of my credits would transfer properly and I'm assuming it's too late at this point (finished sophomore year), right?

GS, MS, JPM, etc all recruited at my school...for shit jobs. Definitely nothing target about that.
As I said, there is no school ending in "State University" that is a semi target. That includes Florida State, Penn State, the Cal State schools, etc.
To answer your question, yes you should still inquire about the possibility of transferring because having a shit undergrad will follow you for life
