Hi James and thanks for your inquiry.
We always recommend that applicants try to take the exam just once. In other words, do some self diagnosis, study whichever section(s) you need to improve and, hopefully, take the GMAT once you feel like you have hit your performance plateau.
Some admissions officers feel like applicants that take the exam multiple times are trying to "game" the test. While there is nothing wrong with trying to ethically game the exam (not using live questions, cheat during the test, etc.), an applicant who gets a certain score on the first test will look slightly better than one who needed two or more attempts to reach that same score.
This said, most admissions officers we speak with definitely get concerned if an applicant takes the exam four or more times. Understand that this does not mean applicants with four or more gmat scores on their records cannot be admitted to a good school; it only means that to many AdComs, it appears as a "blemish."

I am a 2007 graduate with a BA, but a mediocre GPA. I did not get into finance until I took my current position and then became extremely fascinated with finance and the market. I am actually going to go back to get a Finance degree starting in the spring, while working full time in a back office position at one of the big banks. I have a real passion for finance now and even took a couple IB courses to learn financial analysis/modeling.
Now that there is a little background my first question is if graduating with honors for the second degree what type of gmat scores will I need to get into one of the top B-schools? My second question is will this experience and proof of hard work, determination, and maturity be looked at by admission counselors?

Hi Andy and thanks for your inquiry.
I'm not so sure you should pursue a full undergrad degree in finance if you later want to go for an MBA and you’ve already completed a BA. You risk having the schools think that there will be a lot of redundant learning with the MBA and that could work against you.
While you likely need an alternative transcript (http://www.admissionsconsultants.com/mba/alternative_transcript.asp), there may be better ways to go about mitigating your (in your own words) mediocre GPA and demonstrating your sincere interest in pursuing graduate business studies.
Regarding your main question of competitiveness, the higher the GMAT the better of course. How high will be partially determined by factors such as your story themes, career progression, extracurricular involvements and letters of reference.
