What constitutes bad work experience if you are looking to apply to a MBA program? Also, if you had to choose between FP&A at a home insurance company vs. a back office trade operations position at a boutique investment management company (~200B AUM) which would be better for MBA apps in 2-3 years?

FP&AA (especially if it's a brand name)... But the bigger issue will be how you succeed at those jobs.
