Need Advice on Transferring into Better Undergraduate B-School

Hey guys,

I go to a state university (undergrad b-school ranking around 60) and I'm going to be a sophomore this coming fall. I am planning to transfer for my junior year to a better undergraduate business school, preferably Cornell or NYU Stern.
My current GPA is 3.5, and if I do well in my current summer courses, I'll have a 3.65 GPA.

What are my chances of getting accepted?

And if I don't get accepted into one of the top B-Schools, is it worth the hassle to transfer into just a slightly decent business school like Penn State, or should I just finish off in my current university?
Thanks

Do you think it's worth transferring to Villanova or BC, etc.. with possible credit loss, double tuition costs, and different major/minor curriculum requirements? I definitely wouldn't mind these downfalls as much if I got into Stern or something, but is it worth it for the good but not outstanding b-schools? (Compared to me just graduating from my state university of course).

Strictly speaking, finance is not an issue, my opportunity cost is. But would I pay an extra $100,000+ to attend a slightly better college? No.

What I was trying to say is, is it worth transferring at all if I don't get accepted into one of the top b-schools? I'll be losing credits, different curriculum requirements will effect my current academic plans permanently, having to take more classes might make me graduate late, etc.. Does the additional opportunities for transferring outweigh its costs (for good but not top b-schools)? And I'm not saying my current university is horrible, because it is decent to begin with..
