Rising Junior with 3.1 GPA At a Target School

I actually transferred schools after my freshman year of undergrad and my GPA was pretty high at my old school, but it doesn't factor in to my new school and my sophomore year grades. Safe to say, it was an overwhelming year what with adjusting to the new environment and some complications at home regarding the pandemic, but I ended my sophomore year at my new school with a 3.1 GPA.

I understand that I still have my junior and senior year left and I've realized the mistakes and blunders I made my sophomore year and am willing to do whatever it takes to raise my GPA, but realistically speaking, I don't think I will be able to get it past 3.5 or 3.7 at best even if I do make 4.0 for the next 4 semesters. That being said, I was wondering if my dreams of working in IB are officially over seeing as recruiting usually happens freshman and sophomore year and I've already pretty much screwed that up.

Junior year recruiting is what matters the most but it's currently already going on and the school year hasn't started yet so I'm still stuck with my current sophomore year GPA.

Any suggestions on what I should do? I do intend on also taking the GMAT and I guess my current school is a target school for Wall Street recruiters, but I feel like at the end of the day, it's mainly up to me raising my GPA.
