Setting up a PO Box to get around out of state fees?

I'm currently a Junior at baruch college and i want to transfer to UNC really badly. But the problem is it's like 17k+ for out of state fees and only 4k for people who live in North Carolina. Couldn't I just take the train out to North Carolina, rent out an apartment for dirt cheap, and then use that to rent out a PO Box and claim to be a resident of North Carolina? At this point I'm really trying to think of any way to get around this. Advice/suggestions appreciated

that most schools require you to have lived there a year to qualify for in-state. if you have a parent that's lived there a year, you're good to go

  1. join the military and be stationed in NC. Then you get in-state tuition rate.

otherwise,

  1. you have to be physically present in NC for 12 months
  2. have NC driver's license, register a vehicle in NC or register to vote for 12 months
  3. financially independent from your parents (unless your parents are NC residents)

paying in-state tuition means that you are going to school supported by NC tax-payers. They are not gonna give you in-state tuition that easily.
