Man 1 double bags it. Man 2 extricates the one that had contact with Man 1 and flips it inside out, double bags it. Man 3 removes the one that now has had contact with Man 1 and Man 2 and just uses the remaining one. The Woman has been in contact with the same side the whole time.

Nope. In your scenario, when Man 2 flips Condom 1, the side that Man 1 jizzed in would touch the side of the Condom 2 which the woman isn't touching. So that Man 3 would end up rubbing his wang in Man 1's gunk.
The answer would be for Man 1 to double bag. Man 2 to simply remove the first condom and use the condom that is already touching the woman. Then Man 3 to flip the first condom inside out, and then double bag with the condom still touching the woman.

Wearing two condoms causes a great deal of friction that will result in a condom breaking.
yeah, also the spermicide can sometimes only be on one side of the condom (the inside of the 'rolldown') so that threw me when I originally encountered the question.
