What Sell Side Desks Do The Most Prop Trading

Title is pretty self explanatory, I've read some non FICC desks engage in some shady practices to skirt volcker that can amount to something that looks awfully similar to small time prop trading but I'm more interested in what desks to focus that engage in mostly non flow/market making and mainly prop trade, specifically in FICC. Is this something that is too bank dependent to answer? Thanks!

No idea where they sit nowadays - I dont think they'd be under delta one though, as a lot of the products these guys use to get exposure are def not delta one

All FICC desks, with an emphasis on EM and Derivs desks.
