When To Follow Up On An Interview

I've been in an off-cycle recruiting process for a MM bank in their Fixed Income division. I had 3 interviews over 5 days, all of which I thought went really well and the last of which was last Wednesday (for context it's Tuesday as I write this). I was told by the group head that they were going to circle up to "figure out where it makes the most sense to put me" as well as to not hesitate to reach out if I didn't hear from them by the beginning of the following week.

So far, nothing but silence. 

Couple questions for the internet here:

1. Is this typical for off cycle roles? It's worth noting that there isn't a position that was open, but rather they were thinking about bringing some people on and I would likely be the first person they hire should they choose to make me an offer. I have done more formal recruiting processes in the past and was told immediately after that I got the job, so I'm a bit on edge and am thinking I might be out of luck. 

2. Given the language that they used (which was generally very positive *knock on wood*), how should I structure a follow up email and should I wait until tomorrow or should I just pull the trigger today?

Send follow-up's a couple hours after the interview, preferably before market close if you can. More pertaining to you, I had a similar story during an interview, where I had 5 rounds during a superday, emailed all of them a thank you email around market close time and heard back from only 3 of them. 2 of them were in the same week, the other one was a week later.

For the 2nd question you have, If your impatient about waiting or maybe that it's been too long, I once sent an email after about 2 weeks after the interview saying something like "Hi 'Hiring manager', I haven't heard back from anyone regarding next steps, so I assumed I have been passed up for the role. I just wanted to say thanks for your help during this process, and I look forward to keeping in touch. Thanks." Literally within minutes of sending this email, I got a call from the hiring manager saying that the role hadn't been filled yet and they were still in the process. A week later I got my offer. Some people may not agree with the wording here, but it worked for me so  ¯\_(ツ)_/¯. Good luck though.
