Hello, I can only speak on behalf of the MBB firm that I work for but rebounding an offer is definitely doable. Upon finishing my summer internship as a 3rd year in undergrad, I spoke to my recruiter about rebounding my full-time return offer to another office (from east to west coast). I was required to send in a half-page letter detailing the impetus for the rebound but it seemed like it was just for formality purposes.

Same at the MBB I have experience with - it can be more problematic across boarders but the companies tend to be rather okay with it (i.e. I would be surprised if you would be required to interview again).
