USC's MSBA has a avg GPA of 3.74 and GMAT of 725, while Duke's MMS is much lower at only a 3.4 (or 3.5) and GMAT middle 80% of 650-740. I wanted to get into Consulting, but also wanted some solid quant skills to equip myself, careerwise. Where should I go?

Duke MMS will give you more flexibility than a MSBA. Also, Duke is likely a stronger brand in the consulting space than USC since Fuqua is consistently ranked higher than Marshall.

Take a look at the class profiles in terms of who your classmates would be and what careers they pursue post-MBA. I suspect there will be a lot more diversity in a 'general management' MMS program than in a quant-focused MSBA program. You might ask Duke if you can take some of the quant focused courses that are typically for the MSQM students.
