Promotion and Bonus Time for "Those Guys"

We all know "those guys." They send you emails saying that you're coming in too late(even then they don't get in until well after you), they don't sell work, they don't do work, and they couldn't tell PowerPoint from Excel. The most important thing that sets them apart is that they keep moving up the ladder while others get shit on repeatedly. My firm just announced bonuses and promotions. All-in comp this year is downright atrocious, yet somehow this guy keeps moving up. Everyone around him can see he is an absolute tool.

My question to you:
In an environment where support staff are being slashed because we dont want to spend the extra $20 per hour, how do these people continue to eat up a larger portion of the compensation pool? Is ass kissing really THAT powerful?

i think this kind of shit only flies on the sellside. a big bank is a big bureaucratic organization where bullshitting but appearing busy is king. facetime when you have nothing to actually do is a classic example.
