Help with solving a case, a very ambiguous one!

Hello people, 

I am preparing for my case interviews and came across a case in the INSEAD 2021 casebook that is mind-boggling to say the least. It is ambiguous, there's no clear structure, the framing is like "Imagine you are bored of city life and decides to take your cash and invest in opening a South East Asia resort". I skimmed through the suggested framework and it did not help a lot! Just wanted some of your opinions about how you guys would go about solving this and what firms usually offer this specialty.
