Series 86/87

This may be a dumb question but under what circumstances are the series 86/87 exams required?

The FINRA website says it is required for everyone associated with publicly disseminated research reports. Does this mean, for example, that if you were to start a blog writing about value stocks and pitched ideas that you would need your series 86/87? Where does the line get drawn?
