S Tier:

Papal States are S Tier, they’re always at the top of the Holy League tables. Their prestige carries hard even in weak years when the other S Tiers flex their siege instruments, Rome always keeps its prestige. Plus their ability to call on allies is elite.
Mid at best. Rome hasn’t been relevant since they outsourced their army to divine intervention. Prestige can’t hide a 0–3 record in the last crusades.
