Speaking as someone within a bank, if there's a vacancy in the team, then any referrals from team members (particularly if they're a trusted and capable team member) will be taken seriously and at a minimum reviewed by the staffer (likely to be handling the junior hiring), and progress to interview if the CV is sensible.
Now, to your question on interns, my understanding (I'm just less sure about how the HR Graduate Recruitment team works, particularly at banks which aren't my own) is that referrals from anyone in the team is reviewed by HR and if the CV is sensible, the candidate will be interviewed. It doesn't add too much versus applying normally, but you'll get a real person to review. Clearly you still need to meet minimum requirements
