There is a thread called, "MDs have no say". Where an MD, GenghisKhan explains MDs do indeed have power.

So yes MDs can. Why would you think GS is any different in this decision?

LMAO is it a formal process "they know about".

Next time you call an MD, you should explain to them they have the power to hire you, because I am sure they beleive they are powerless and HR makes all the decisions. While your at it, call some Hedge Fund managers and PE partners and inform of this "magical right".

GhengisKhan explained the process at his bank. The same process does not apply at every bank. For example, Lehman uses the process I described, in which MDs can refer students, who get first round automatically.

Also, I spoke to an MD at goldman who told me point blank that he has the power to hire, but can only refer me because his group only takes juniors and I am a sophomore.

My question was whether it is a normal process for MDs that know you personally to email HR, or if I would be asking them to do something unusual.
