Return Offer Waitlist - Chances

I interned at a good BB/EB this summer and I am on the return offer waitlist due to headcount issues. Staffer and HR said they would have offered a spot if not for headcount issues. Does anyone here know of the historical success rate in getting off these return off waitlists?

Is there a possibility that HR increases headcount and accepts people off the waitlist if deal flow picks up drastically or market conditions improve?

Do BB/EB firms increase headcount after the summer for incoming analysts if market conditions improve? Seems like some people have received BB superdays and offers even after October for incoming FT in previous years.

HR has asked all of us on the waitlist across groups to stay in touch and will let us know if something opens up.

It has been quite challenging rerecruiting given limited spots post SA. Any advice would be helpful
