SAT/ACT over GPA?
36 cumulative ACT, 800 on math portion of SAT, but 3.15 cumulative GPA at a semitarget. I also have decent work experience and extracurricular. Am i still out of the game for applying to IB summer positions?
Any insights would be helpful

I had my ACT on my resume, and it helped coming from a nontarget but my GPA was also higher. They're going to ask you why do the 2 not add up.

I added mine because it was a 35 cumulative. I believe the lowest I have seen added on was a 34.
Put the test scores on your resume, but the implication is then that you are smart but don't work very hard. What happened with your GPA? You're going to need to explain it in interviews. You should consider just putting major GPA if that is significantly better.
IB is not out of reach but you need to network your way in. BBs will be a stretch, would focus your efforts on MM/boutique firms.
Although I guess the assumption of being smart but not working very hard (or some other life event happening) is better than the assumption of being not smart and not working very hard
Agree with what all of the other posters have said. Also, haven't glanced over your post history, but your year also matters. If you're a freshman, I wouldn't sweat it too severely. I would focus on making sure every semester from there on out is a 4.0. If you're a sophomore, stress that you (probably?) had a rough first year, i.e. getting adjusted to college life, etc.
