yes, send it. a short "thanks again, just applied" note is the natural follow-up to a coffee chat, even a lukewarm one - as long as they didn't blow you off, it won't read as weird.
keep it to 2-3 lines: thank them for the chat, say you just submitted the app for the insights program/SA, done. no ask, no questions, no resume attached. if they reply, that's a small opening to stay in touch through the process. if they don't, let it die - no double follow-up on a cold contact.
only time i'd skip is if the chat actively went badly, like they were curt or told you not to apply. lukewarm isn't badly.
