SJT - Most and Least Effective

What is meant by least effective in here?

Suppose there's a scenario presented and there are likely 3 options to choose from, on how I will react with respect to the situation presented.

Unsatisfied customer is ranting on a call. Choose the most and least likely.

Option A : Provide customer with re-schedule of service.

Option B : Forward the call to your manager.

Option C : Shout back on the customer for being rude and hung up the call.

I do get it by most likely what is meant in such assessment which is most probably will be Option A.

However, with respect to choose an option which I least likely is going to do. So, the option which is not chosen will it need to be in between the most and least likely or the option which is left out must be the option which I won't even ever think to act on.

For the above scenario if I have to rate down I will do Option A as 1, Option B as 2, Option C as 3 (which I can't even think to do)

So, in SJT assessment what are the expectations of the least likely. Will it be option B which I'll do but not before A. Or by least likely it will be Option C which would be the last thing I'll think of doing.
