I live in California and preferably want to stay in-state to be there for my Mom. I know Kelley is a target, but besides that what would the best school to break into IB?

I hate saying this but I gotta give it to Kelley if you're interested in business. Only other school on this list I could see being a good choice is maybe Northeastern? Some jerkoff from my high school goes there and constantly tries to cope with being at a non-target by bragging about some work study bs that places some kids at fidelity ER
Not helpful, but I went to LMU! Great school. Ended up in Tier 2 Strategy consulting -> MM IB. Did transfer oversees after my BA.
For what it’s worth, I didn’t understand what career options were out there, think about prestige, etc. (All the stuff you’re talking about now) until 2 years into my career

32k scholarship, but the other schools listed have given me a lot more.
Kelley is a non target. Go to the school 1. You can afford 2. You’d enjoy the most (because if you don’t hate your life it’ll be easier to get a high GPA which is uber-important for non-targets)
I know a lot of kids at UC Davis who placed well through the Finance and Investment Club (FICUD). If staying in CA is important for you and your mom, choose a CA school. It's not rocket science man. Are you gonna regret not being there for your mom? If not, then choose somewhere out of state.
