Winter Graduation Full Time Hire Questions

I am graduating December (2019) from a spectacular non-target school in the Tri-State area. I understand applying to NYC Boutique IBs is my best course of action. Boutiques, I hear do not have a set training schedule like BBs do in the Summer. My question is should I apply early in the year? Or should I wait until my Fall grades are released and I am graduated. My Fall grades should greatly bring up my overall GPA to at least a 3.5 and major GPA to 4.0. My GPA before the Fall would be around a 3.3. Also is it even possible to get hired in the winter after I graduate? Or would I have to wait for the summer like most IB training? Thanks.
