I don't have the best gpa, and I'm wondering if it would be better to simply not send out my resume when cold emailing. Is it a good idea if my response rate has been pretty abysmal so far?

ye ofc. keep your head up king. stressing over gpa is short term thinking, billionaires have been made in this country without a college degree. at the end of the day, gpa is proxy that you can get your head down and do tasks for a sustained period of time (aka you are a good slave). if you can demonstrate this in some other way on your resume or have some wow-factors, you can definitely overcome it.
I wouldn't even trust you to tie your own shoes. kidding, anything above 3.5 is a job well done.
