are cold email response rates higher after you accept an offer at a firm

Hi, I'm an incoming sa at an eb, but I don't want to stay in that location full time. I've read that my bank is decently friendly with transfers after sa, as long as you're a top performer. 

So ideally, during the internship, I want to start networking with people from the other offices as well as others who have lateraled and figure out how they did it, what the work environment is like there, etc. However, during sa recruiting, I had abysmal reply rates (probably less than 5%). Will my reply rates be higher with the same firm - ex. doing sa at cvp pa, will people at cvp ny be more receptive to responding over summer?
